Not sealed for what purpose? The coins you
mentioned circulate through dealers and between
individuals and are accepted as such.
When gold is assayed, its fineness, or purity is
being measured, and stamped as authentic by
the company doing the assaying so as to let
anyone know the legitimacy of the gold content,
by weight.
